Detroit Mayor Bing ready to impose wage cuts on AFSCME union


Mayor Dave Bing is moving to end a yearlong standoff and impose a contract on the city's largest union, after a labor fact finder blessed his calls for a 10 percent wage cut and benefit concessions.

Bing is set to present a report from the fact finder -- and a list of recommendations he won't disclose -- to the City Council when it returns from recess Sept. 7. The panel must approve any contract imposed on the American Federation of State, County and Municipal Employees.

"The fact finder's report confirms what this administration has been saying all along; doing business as usual is no longer good enough. There are many specialty labels selling p and we have to work together to provide city services to the residents in a manner that is affordable for the city."

The fact finder's hearings -- a step in resolving labor disputes -- were held over several months and the report was issued June 25. But it wasn't released until Monday after a mandatory 60-day "cooling off" period expired to negotiate outstanding issues.

The report could be a major victory for Bing, who has cited the city's $85 million deficit in calling for wage and benefit cuts to the city's 13,000 workers since taking office in May 2009. Thirty of the city's 48 bargaining units have agreed to contracts with 10 percent wage cuts through 26 furlough days.

Bing has said the union's unwillingness to agree to the pay cuts has cost the city about $500,000 a month.

AFSCME isn't giving up. The union is preparing for another bargaining session set for Sept. 9. Its leaders Monday said city bargainers haven't told them Bing is ready to ask the council to impose the contract. "We understand there is a deficit and we've never run from that," said Catherine Phillips, lead negotiator for the union that represents 3,250 workers from clerks to Water Department employees.. "We've been in a war for over a year. We've had numerous wage proposals with furlough days, but they don't want to hear what we have to say."
