The Attorney General's Office has seen its staff shrink as its caseload grows. The number of attorneys fell in the last decade from 303 to 256; non-lawyer staff dropped from 273 to 198.

"We don't operate programs," spokesman John Sellek said. "We're not the Department of Transportation that can put a new exit ramp on hold." The department's budget is overwhelmingly payroll.
